Ambassador Brown Calls for Stronger Global Support to Address Haiti’s Security Crisis

MONROVIA, Liberia — Liberia’s Permanent Representative to the United Nations, Ambassador Lewis G. Brown II, has urged stronger international coordination and sustained support for Haiti as the Caribbean nation grapples with persistent insecurity and political uncertainty.

Ambassador Brown delivered a statement on behalf of the A3 during the United Nations Security Council’s 10,246th meeting on Monday, October 19, 2026, as members deliberated on the situation in Haiti.

The A3 strongly condemned an October 18 ambush targeting Salvadorian personnel serving with the Gang Suppression Force in Haiti. The group expressed solidarity with El Salvador and the families of personnel still unaccounted for, urging all efforts to secure their safe recovery.

On Haiti’s political transition, the A3 commended Haitian authorities and the Provisional Electoral Council for advancing preparations for elections. It also called on the Security Council, with support from the United Nations Integrated Office in Haiti (BINUH), to establish a realistic and credible roadmap with clear milestones and the resources needed for implementation.

The statement emphasized that inclusive dialogue among Haitian stakeholders remains essential to resolving the country’s political challenges and restoring stability.

The A3 further urged regional and international partners, including the Caribbean Community (CARICOM), to improve coordination in supporting Haiti’s security operations and political transition.

Addressing the needs of security personnel deployed in the country, the group called for faster deployments and more predictable funding, alongside adequate equipment, transportation, communications systems, medical services, and logistical assistance.

According to the statement, these resources are vital to strengthening security operations and enabling deployed personnel to carry out their duties effectively.

The A3 also welcomed the renewal of Haiti’s sanctions regime under United Nations Security Council Resolution 2831 (2026), stressing the importance of enforcing measures intended to address insecurity and support the restoration of stability.

The group called for full cooperation with the Security Council’s Sanctions Committee and its Panel of Experts, while emphasizing that sanctions implementation must not obstruct humanitarian assistance or legitimate civilian activities.

The statement underscored the need for a comprehensive international response that combines security assistance, political dialogue, electoral preparations, and effective sanctions enforcement.

As Haiti continues to face serious security and political challenges, the A3 maintained that sustained regional and international cooperation will be critical to creating conditions for stability, credible elections, and a safer future for the Haitian people.
