Texas Congressman Proposes Legislation to End U.S. Diversity Visa Lottery

Washington DC, United States— U.S. Congressman Keith Self of Texas has introduced legislation seeking to end the Diversity Immigrant Visa Program, a pathway that allows eligible foreign nationals to apply for permanent residency in the United States.

Self argues that the program has weaknesses in fraud prevention and identity verification and should be discontinued.

The Diversity Visa Lottery makes up to 55,000 immigrant visas available annually to eligible applicants from countries with historically low rates of immigration to the United States.

If the proposal becomes law, it could affect prospective applicants from Liberia and other African countries who view the program as an opportunity to establish permanent residency in the United States.

The legislation, H.R. 10896, was introduced on October 22, 2026, and referred to the House Judiciary Committee for consideration. It has not yet become law.

Self has also criticized court interventions in the Trump administration’s immigration policies, arguing that Congress should act to terminate the program.

For now, the proposal remains under consideration, and its future will depend on the next steps in the legislative process.

Liberians and other prospective applicants are encouraged to follow official U.S. government announcements for updates on the lottery and any changes to visa application procedures.
